About this service

On January 1, 2015 the national Waste Management Plan (WMP) for 2015 – 2024 came into force, followed by regional plans. Local WMPs are the responsibility of the municipalities. The obligation to develop the local plan is described in Act no. 185/2001 Coll., on waste.

Your WMP must be finished within 12 months after the regional WMP comes into force.

The Waste Management Plan of a municipality is a mandatory basis for activities in the field of waste management. It is also the basis for development of a land use plan by the municipality.

It is an important document for funding of your investment proposals from various subsidy programmes (mainly OPE).

 

The WMP must be developed for a minimum time period of 5 years and it must comply with the obligatory part of the Regional WMP. The local WMP consists of three parts – Analytic, Obligatory and Directive.

  1. The Analytic part covers an assessment of the existing production of waste and of the system of municipal waste management. It also provides an evaluation of compliance with the obligatory part of the Regional WMP and determination of any necessary changes.
  2. On the basis of the Analytical part and the outputs and targets defined in the Regional WMP, the Obligatory part proposes the waste management targets for your municipality together with adequate measures for achieving the targets.
  3. The Directive part consists of proposals for the improvement of the general system of communal waste management (translation of measures in the Obligatory part into specific proposals). A municipality must send the proposal of its WMP in electronic format to the relevant regional authority. The authority has the right to comment on the proposal, which must be managed by the municipality.

It is recommended that the WMP is processed in compliance with the  methodology developed by the Ministry of Environment.

  • We can develop a Waste Management Plan for your municipality including the incorporation of Regional Authority comments.
  • As a part of the scoping procedure we will manage the notification of the concept’s Environmental Assessment (SEA) in accordance with Act no. 100/2001 Coll., On assessment of impacts on the environment.
  • If from the scoping procedure the competent authorities conclude that your WMP must be assessed from an environmental impact point of view, we will also undertake this assessment.
